APS is not a formality you get to at the end. For most Indian study applicants it is the first hard gate: no APS certificate, no university admission and no visa appointment. This page sets out exactly who has to clear that gate, who may sit outside it, and how the 2026 rule changes tighten the threshold.
The APS (Akademische Pruefstelle, Academic Evaluation Centre) is the office at the German Embassy in New Delhi, run jointly with the DAAD, that verifies whether your Indian academic documents are authentic before a German university or a visa officer ever sees them. It does not rank your profile and it does not decide your admission. It confirms one thing: that the marksheets and degrees you present are real and consistent.
Because that check sits at the front of the pipeline, it behaves like a gate rather than a document. Without APS verification your university application will not be processed and you cannot book the student visa appointment at VFS. The threshold is binary: the certificate is either in your file or your file does not move.
The simplest and most reliable test for whether APS applies to you is not your nationality. It is where your main school and degree qualifications were awarded. If your Class X, Class XII, or your Bachelor's degree comes from an Indian institution, the APS gate almost certainly applies, even if you also hold qualifications from elsewhere. If your entire prior education was completed outside India, you may fall into an exempt category, but that has to be confirmed rather than assumed.
For applicants with an Indian academic record, the requirement reaches across the whole study track. You need APS verified before your file proceeds if you are applying for:
The rule is the same whether the programme is on campus or fully online, and it applies to any study stay longer than 90 days, which is what pushes you into the national D visa (Visum zu Studienzwecken). The verified APS certificate is the item that lets you gather the rest of the documents for the visa file and move through the APS application process on time.
A small set of applicants may not need APS, but every item on this list carries the word "may" for a reason. These are potential exemptions, not guarantees, and each one has to be confirmed with APS India for your specific case before you rely on it:
The danger here is assuming an exemption that does not hold and losing an entire intake to the delay. Treat every case on this list as unconfirmed until APS India tells you otherwise.
Three changes make the gate stricter from 2026 onward, and they matter most for undergraduate and Master's applicants planning ahead.
The 70% Class XII rule. Under the anabin criteria updated on 15 March 2026, admissions from Winter Semester 2026/27 onward require a minimum overall aggregate of 70% in the Class XII certificate, regardless of board. Below that threshold, Studienkolleg is not an automatic fallback, so the number is a genuine cut off rather than a soft target.
TestAS for undergraduates. Indian applicants heading into a Bachelor's programme who do not yet hold an Indian Bachelor's degree are generally required to submit a TestAS score. Applicants who have cleared both JEE Main and JEE Advanced are exempt from this specific requirement.
UGC accreditation for private universities. If your degree is from a private Indian university, its anabin status decides everything. APS cannot issue a certificate for graduates of universities rated H+/- or H- in the anabin database. Confirm your institution holds H+ status before you apply, because a rating problem stops the gate cold.
Separately, a new academic aptitude test, the digital Master Test (dMAT), now sits inside the APS documentation for a narrow group of Master's applicants from Summer Semester 2027 onward. It changes what goes into your APS file for those groups, not whether you need APS at all.
APS is best understood not as a document to collect but as the first gate in a sequence, and every later step inherits its timing. Your university deadline sets a fixed date. Working backward, the APS certificate has to be in hand before that date, which means the application has to start weeks earlier still, because processing runs on APS India's clock, not yours.
The applicants who lose an intake are rarely the ones who fail the check. They are the ones who treated a front of pipeline gate as a late stage task. If the gate applies to you, it is the first thing on the calendar, not the last.
