How to read this page
The median is not your number. It tells you where the middle sits, not where your case will land. Plan against the upper edge of the middle 50%, not the median.
The tail is the planning risk. A corridor of 3-6 weeks with a tail to 3 months means the difference between a comfortable intake and a missed one. Submissions near deadline waves inherit the tail.
Cohorts matter. A report from a quiet February says little about a peak June. As the dataset grows, monthly cohorts will separate these.
Structural reading
Anecdotes optimize for the exceptional case: the 18-day success story travels further than the 9-week wait. A distribution does the opposite. It weights every report equally and shows where the mass actually sits. That is the only version of "how long does APS take" you can responsibly build a timeline on.
