APS full form: what Akademische Prüfstelle actually checks

APS stands for Akademische Prüfstelle, the Academic Evaluation Centre. Indian applicants assume it grades them or decides their admission. It does neither. It checks two things, and hands everything else to other authorities.

What the letters stand for

Akademische Prüfstelle translates as Academic Evaluation Centre. It is a joint institution of the German Embassy (cultural section) and the DAAD, the German Academic Exchange Service. The model is not new: it has run in China since 2001 and Vietnam since 2007. APS India was established in October 2022 and has been mandatory since November 2022 for Indian nationals applying to degree programmes longer than 90 days. One detail that confuses applicants: since 15 July 2024 the document is called a Bescheinigung rather than a Zertifikat. They are the same thing, and both are fully accepted.

The first is authenticity: whether your educational biography and the documents behind it (Class X, Class XII, your degree and transcripts) are genuine. That is the work the documents checklist feeds. The second is basic eligibility: whether your qualifications clear the minimum bar for German higher education, which for undergraduates now means the 70% Class XII threshold from Winter Semester 2026/27. That is the entire remit. The result is binary: a signed certificate confirming your record is genuine and eligible, not a grade, a ranking, or a quality score. What APS does not do

Four things applicants wrongly expect of it, each owned by someone else:

Structural reading

APS is an authenticity gate, not an exam. The practical mistake is treating it like one: polishing a profile, chasing a better result, or assuming a strong record speeds it up. None of that applies. The only two levers are genuine, complete documents and clearing the minimum threshold. Everything you actually want, admission, recognition and the visa, is decided by someone else, later.
