The ZAB Zeugnisbewertung Gate: Cost, Documents, Timeline

A Statement of Comparability from the ZAB costs 208 EUR no matter who applies. What actually moves is the clock: the same certificate takes three months, two months, or two weeks, depending entirely on what your application declares and what you attach to it.

Why the same certificate has three speeds

The ZAB (Zentralstelle für ausländisches Bildungswesen) issues the Statement of Comparability: the document that tells a German employer, university, or immigration authority which German qualification level your foreign university degree corresponds to. It complements rather than replaces an Anabin lookup, which only confirms that your university and program are recognized in principle. It is also not a recognition for a regulated profession: it is the general-purpose comparison used for job applications, non-regulated employment, and as supporting proof for an EU Blue Card application.

Three lanes run through the same office, the same 208 EUR fee, and largely the same document set. What separates them is a single declaration on the application form, plus, in one case, a piece of paper from an employer.

• Standard. No special declaration. Covers job applications and general non-regulated use. Processing runs 3 months once the ZAB has your complete documents and the fee in full.
• Fast-Track Procedure (Section 81a AufenthG). 2 months, but you cannot open this lane by yourself. It has to be triggered by an immigration authority running the accelerated skilled-worker procedure, usually at the request of the sponsoring employer.
• EU Blue Card. 2 weeks, unlocked only if the application explicitly states the Blue Card purpose and comes with a signed employment contract, or, failing that, a signed letter of intent from the future employer.

What you actually attach

The exact document list depends on the country where the degree was issued and on the degree level. The ZAB's own Pre-Check tool is the only source that gives a binding answer for a specific case, so treat any generic country checklist found elsewhere as a starting point, not a final list. What holds across countries:

• Every prior degree in the chain, not only the one being evaluated. A Master's application also needs the Bachelor's degree behind it.
• The transcript of records, plus a separate confirmation of study duration and mode of attendance if the transcript does not already state it.
• Official proof of any name change that is not already evident from your passport or ID.
• Certified copies and certified translations, but only where the Pre-Check specifically asks for them. Original documents are never sent by post.

Getting onto a faster lane without guessing

For the Blue Card lane, the move is procedural, not persuasive: state the Blue Card purpose explicitly in the online application, and upload the signed employment contract. Without a signed contract yet, a signed letter of intent from the employer takes its place. For the Fast-Track Procedure, there is no direct request to file at the ZAB at all. It runs through the immigration authority's accelerated skilled-worker channel, which the sponsoring employer typically sets in motion. Applicants who say nothing on either point are routed into the standard 3-month queue by default, not out of penalty, simply because nothing told the ZAB to do otherwise.
